The Sultans Birthdays are determined by the states. So whenever the actual sultan or kings are changed, the birthays do not. For example, the Agong birthday is on 1 June every year but his actual birthday is 28 Nov 1927. When the Agong was the Sultan of Kedah, the birthdays were 15 January.
